Steps:

Talked to npc for request for 3rd quest of woodworking shield. Got the request for 30 arasy bows and the text says to deliver to Lala Gohma in Nothern Sandoria. She can be found near heavens tower.

This is clearly a mistake a heavens tower is in Windurst Walls. And that is indeed the zone Lala Gohma is found.
