Regaining Trust Quest Broken in 2017???

So, I have completed all the pre-req's and trying to flag this quest from Luto Mewrilah. All she says is, "Palometa still hasn't opened her eyes. I wish I knew how to help her." I've read over the wiki in regards to equipping the signal pearl zoning back and forth and still cannot receive this quest. Anyone have any hints as to what might be missing?

My Fellow is level 55. Healer Style. Last quest completed was Blighted Gloom. I did get the CS in jugner. So what am I missing?
