Sound Volume controls not fully disabling sound when muted

Steps:
1: Lower sound settings in the in-game Config menu to lowest possible setting.
2: Certain sound effects will still play at full volume (<call> and the notification for Omen entry for instance)

/mutebgm & /mutese are not currently viable solutions since they appear to be disabled upon zoning.
Please either enforce the volume settings universally or at least enable the /mute commands to be retained upon zoning.
