Emp Reforge Npc Broken

Monisette in port jueno is asking for 10 chapters instead of 5 when upgrading EMP +2 armor.
Even when you go through the requirements for upgrading, which the npc specifically states you need only 5 chapters for upgrading a +2 EMP armor item, the NPC will not accept it.
I had to trade it 10 chapters in total for it to accept the items for upgrade.
SE, your game is broken, I don't appreciate this non sense, especially when I payed my bill today.

I'm not gonna list all my PC specs & ISP stuff because honestly its irrelevant at this point.
