Equalize WS Modifiers

I've only recently returned to the game after a break, and noticed that while the game has been "normalized" in a sense to be more accessible, there are still disparities between different weapon types.

There are WS modifiers, such as INT and MND, that tend to reduce the capabilities of specific weapons. For example, in most cases it is in a DRK's best interest to use a GS over a Scythe simply because of the weapon skills available.

In order to promote the idea of choice, perhaps the current WS should be adjusted to actually be viable, allowing players to choose between types of weapons based on preference.
