Also: The Prince and Princess are in the same zone as the moogle. The text he says when you talk to him IS the quest activator.
I have yet to really try the event. Doing that today. Last event was MUCH more explanatory and it was all Mandragora jibberish...

under "updates">>>>"version updates" there is a post titled "about the trust initiative". They link it in the post every time they have some type of trust event.
