Delivery of "Festival Doll" and "Bonbori" lantern

I posted this before and it was marked resolved.

I have the "Festival Doll" and "Bonbori" lantern on a character and wanted to transfer it to another in my PoL Account.

It appears they are both able to be traded between players but are not able to be Delivered.

They do not have rare of exp on it as most do that cannot be shifted from player or character to player or character.

They are NOT listed on the list found here:

Could this be changed to allow these to be shifted? It makes no since why they cannot be moved within a PoL account.
