Missing background graphics

Unable to see background scenery/graphics behind NPC at the fishing guild area. Specifically fish tanks, hanging fish, and fishing nets.

Steps:
After approaching NPC Babubu I noticed the fish tanks normally displayed in the background were missing. Only empty shelves are seen.

The NPC Degong is usually scaling a fish. I can see the NPC animation of him moving his knife but I cannot see the hanging fish. I cannot see the nets behind him or NPC Thubu Parohren.
