My wife has been trying to complete the first piece of blackmage af gear which needs a bag of seeds from an elemental in Crawlers Nest. She has been down there for 3 days and there hasn't been a single weather during that time. Her and I have been watching her character almost constantly during that time checking for weather while she waits down there and nothing.
this isn't the first time she has been unable to complete a AF quest in this game now as these bugs are getting out of hand.

I recommend getting the trial of the magian spectacles (from magian moogle) and she can check the expected weather in her zone.
