2) Head to Heaven's tower and talk to Kupipi.
3) recieve a cutscene regarding Semih Trust (of which i already have).
4) Unable to receive the next key item, to progress in Mission.

Additional Information:
Recently changed nations from Sand'orian to Windurst. I've Had the Semih Trust since it came out, and now can no longer progress in Windurst Missions.
