Discount campaign not coming to steam?

I told a friend about the discount campaign and they said they'd give it a shot. They went on steam cause that's where they wanted to get it and it was still full price, is the discount campaign not for the steam version?

Steam takes a large cut of sales and secondary sales (cash shop) of any mmorpg, sales on the store and sales on steam aren't related.
