Rather than make Lu Shang's rod a rare/ex item...

Okay I could be completely wrong, but what I hear is this new quest makes the Lu Shang's Rod a rare/ex item. And while I know many fishers will do the quest anyway, to me this is sorta dumb. There's 3 mil of my gil down the toilet in the event I wanted to sell the rod later. Isn't the point of quests for betterment? Not to give you the shaft? Surely, there is something else they could do if they wanted to prevent the use of this new rod from being obtainable by some noob who was simply given the rod. How about make it a KI or ability or something you activate? Rather than making it rod specific, so that you do not have to ruin someone's Lu SHang and make it unsellable?
