Freelancer NPCs not spawning

NPC Name: Azima, Areuhat, Sprout(Used for influencing Babban Ny to join a nation in Campaign battles)

Steps: There are none, this has been an issue for a few months now. With the population decreases, etc. it is hard to tell if it is a bug or if it is working as intended, but without knowing conditions on how to make these NPCs spawn so we can influence them, they will never be seen.

Step2: Consider reworking this Freelancer Headhunting system so that they just assist in all campaign battles or something. Not just one nation or just give us inside information how to trigger their spawns if it isn't a bug...regardless, please investigate the issue.

It is not limited to just those 3 NPC I named, has occured with others, but got fixed after an update or maint..., however not always.
