The GMs told me to fill one of these out for this problem. The festive moogles do not accept my Green Mog Pells; and say nothing when traded. If I talk to them normally, they mention a line or two about Gold Mog Pells. I tried all 3 nations festive moogles and logging in and out for each with no luck.

At this time, all the pells should have been sent out to customers.
Would you mind providing the following information?
Did you have an active subscription between July 1 and August 31, 2014?
Did you log into your character during this time?
Have you transferred worlds since August 31, 2014? -

For the green pell you simply had to log in during the Campaign period Sept 10th - 17th.
It is the reason why the GMs are sending you back here to report the problem instead, as he is thinking you didn't receive the Red pell.
