How to get Sakura Trust

Apologies if this has been covered elsewhere, but I can't see anything through search...how do we get the Sakura Cipher? BG says pay 300 Tabs to any Field Manual or Grounds Tome, but I don't see any new option(s) when I examine one...what am I doing wrong?

Also for when the next limited-time event rolls around again, just thought I'd add that Sakura is obtained from Fields Manual (FoV Books).
