Journey Abroad Mission

I resubbed after a long break and decided to go ahead and get my rank 2-3 mission finished(chose to head to Bastok first it seems), but cant trade the Mythril Sand to Savae E Paleade. I tried looking for solutions but all I have found is people mention 'missing a step' but getting it to work without saying what they missed, and another post on here I saw was responded to stating there wasn't enough info, so figured I'd lay out what I've done in hopes of there being enough info for some help. I don't remember what I had done before I resubbed but it looks like the last thing I did was talked to Grohm in the eatery since while trying to follow the steps I didn't get a cutscene.

Headed to Palborough Mines
Went to 3rd floor and mined Mine Gravel from the Mythril Seam
Went to the refiner, traded the Mine Gravel to the Refiner Lid and pulled the lever
Dropped down and pulled the 2nd lever, received Mythril Sand in my inventory
Exitted out through the same way I entered and went back to the Metalworks
Tried trading Mythril Sand to Savae E Paleade, but nothing happened

After that I tried talking to the npc's from before and trading the sand to them, rezoning, and then finally relogging, but still nothing has worked and not sure what I missed. I used http://wiki.ffxiclopedia.org/wiki/Journey_Abroad as my guide incase that helps.
