Macros/Settings Not Saving Upon Logout/Zone

Details:
Whenever I logout or zone to a different area after changing any settings or macros, the changes are not saved, and everything reverts back to the previously saved settings. This is especially irritating with my macros as i have to navigate back to my main SAM macro page since it gets reset to my Great Katana WS page every time. i also cannot make any edits because they'll just be lost when i zone. I have tried everything I can think of to fix the problem. i have already tried a reinstall to no avail. The problem still persists. I even set the game's compatibility settings to Windows XP SP3 and to always run as admin. i have also tried setting my user account to have full control over the installation folder figuring that would solve my problem, but it still doesn't despite my user account having full control, so it should be able to write there.

Steps:
1) Login to any character.
2) Make any settings changes or macro change, even just changing the current macro page.
3)Logout, or zone to a new area.
4)Changes are not saved.

Date & Time: Arizona Time, since i started playing again this evening at about 6PM i think. Seems irrelevant though.
