What exactly are you trying to accomplish?
If it's Account Management, I used it today without issues (excluding an oddity regarding a payment handler). They often show that 'maintenance' page when one ventures to a page under the domain that doesn't exist even.
Observe:
Whomever thought that it was a good idea to give the OK to whomever thought it was a good idea from whoever thought it was a good idea, should probably go and get an idea.

Unfortunately, their sites are out of date on many parts, especially on those concerning FAINAL FANTASY XI Online, and I would not be surprised at all if you had stumbled upon a broken link (I tend to find them quite often when I go strolling arooond).
