Steps:

1) I've completed "Western Waypoints, Ho!" and "Wes...Eastern Waypoints, Ho!"
2) Got fame to level 5
3) can't flag "Wayward Waypoints" or Meg-alomaniac". Sharuru keeps saying: "How are you finding the waypointarus? You'd better not have made me go through all that explanation for nothing!"

"Meg-alomaniac" is not in my completed or current list, leaving me to conclude that one isn't flaggable for some reason, or is flagged and not on my list. I don't have the KI: "Waypoint scanner kit" either.

Which I think is stopping me from flagging "Wayward Waypoints," too.

I have resolved this. It turns out Meg-alomaniac had a pre-req. quest : Fertile Ground
