Quest: Order Up - Palomel glitched

On the quest "Order Up," I've spoken to all of the necessary NPCs and received the information regarding the library from each except for Palomel. I've spoken to Jozhud numerous times. I recently completed the quest "Flowers for Svenja," so I'm concerned that this might have something to do with it.

When I speak to Palomel, she repeats her line about her adoration for Svenja. I have tried zoning, waiting multiple game days, logging out and back in... but nothing has worked. How am I supposed to complete this quest?

tried without the quest "flowers for svenja" opened, with it opened and finally with it completed . Same result.
So it may be something else

Steps:
1. open quest Order Up
2. Speak to Jozhud
3. Speak to Palomel
4. Palomel keeps saying :"Oh maester svenja, how i yearn to be swept up in your toned-yet-lithe arms and......
5. speak to all other npc necesary for this quest
6. unable to clear the quest...

Ok i found what messed up palomel , the quest : A thirst for ages (npc roskin east adoulin) . Clear it and it should be ok. well it worked for me.

This fixed the problem for me as well. Thanks!
