[Suggestion] Update Server Queue

this should be self explanatory but encase it isn't

all this is, is a set up that would put everyone else in line once your update servers reach their capacity, this would help in several ways that should be obvious

1. stopping people from spamming the server to get the update
2. stopping the annoying disconnect errors
3. stopping people from being disconnected in the middle of the update due to people spamming the update servers

please take this into consideration
