Was thinking about getting another relic have around 100m to spend on it however with the expansion just around the corner all the old weapons like relics/empyreans could get obsoleted really fast with new ones. Chances of this happening?

I really highly doubt they'd make relics obsolete and still think they will be the best or very close to best for every job. 100m is still a relatively large amount to spend on 1 weapon and the outrage that making them obsolete would cause isn't really worth it for SE so i'd say it's fairly safe
Given that it's rare for even a simple level 99 pair of pants to totally obsolete another level 99 pair of pants, and that measures have been taken to ensure that Relic/Mythic/Empyrean weapons all coexist happily at level 99, it's a safe bet that whatever comes in the new expansion won't just saunter in and dick-punch everything else through a black hole.
Much like the Fabled Platinum Pantaloons of Adoulin will likely replace only one or two out of your six to ten pairs of pants, the Sharpest Sadness Stick in All of Adoulin isn't very likely to replace any Relic weapon that's not already second to an Empyrean or Mythic.
SE has already said that they do not plan on releasing any weapon that will outmatch or even match relic and mythic weapons, as they think they should still be the biggest achievement for an FFXI gamer.
What I could suggest though is to wait for GMC and RNF to be out to see what they can and can't use. I'm not too enlighted on this aspect yet. Mandau and Ragnarok have been for now the relic weapons with access to most of jobs (3 jobs each), consequentially some of the top choices. However, PUP, COR, BLU, DNC and SCH were never allowed to use relic weapons (although, funny enough, there is relic armor for those jobs, so there were Hydra Corpses that owned relic armor, but apparently not weapons? *shrugs*). If Rune Fencer could use Ragnarok, the great sword would then be the relic weapon with access to most of jobs, and thus a good choice. But it also may not, just like the previous expansion jobs didn't get to use relic weapons.
I've been saving money for a relic weapon myself, but I think I'll wait to see what job can use what weapon before I decide.
I would get a relic for a job you enjoy playing more than for whats best as then you'll probably be a little disappointed if it's beaten. Most relics make a job a lot better but there are jobs that are better than others. For example I love DRG so I made Gungnir. I know that Rag will always be a better option because WAR and DRK are the 2 top DD at the moment but they aren't as fun imo. With the release of SoA that could completely change and they could fix other DD's so that Rag is no longer the best, in which case people who made Rag to be the best will probably end up crying because they aren't anymore whereas the people who made Rag for job enjoyment wont really lose a thing. This game is always changing, was only a year or 2 ago that Rag was a very lol weapon, a lot like peoples visions on Gungnir, or a couple other relics at the moment, so your best bet to save disappointment would be to just make what feels right not what's best.
Edit - Also just to add, if you think you might enjoy RNF then I would wait but if it seems like a job you wouldn't particularly choose normally maybe go for a relic now and start saving for another if RNF is fun and can use a relic that you haven't gone for? I doubt GEO will get a relic worth obtaining just because most mages don't. It's usually mythics JA support that helps mages rather than dmg unless you swear by melee.
SE wont be giving either job Emps or Relics, so far as we know right now, they get Mythics and thats all, so no real point in holding out for a Relic for one of those jobs, however if there is a new weapon type added just for them similar to these two types, it may change things a bit.
