Config Weather Effect: off not working @ all.

Steps:
When ever I zoned into a weather effected area that had weather status I could see the weather effects on my screen causing lag and or making visibility to see where I am heading difficult.
I go under config and made sure weather effects where set to off and tried rezoning to have weather effects still active.
I have tried logging off and back on making sure it is still set to off under config. I even tried to contact through help menu about it. Got no help.
In any non-weather effected areas I see and can move around fine with no problems or issues.
Please look into why the config command is not working and please fix or at least explain why it is not working and give us some solution. :(
