A L 51 synth and my L 100 +6 Alchemist finds it TOO HIGH FOR HER LEVEL?

Do you have the KI to be able to craft it? I saw a few on AH after update so I know someone made some to try to cash in. And I certainly was crafting it months ago.
I currently make it so no bugs
Hallowed water require the alchemic purification key item to craft so even if you have 110 alchemy, you cant craft it without the key item.
The key item can be bought using crafting guild points!
My main can craft it as I have the KI to craft it!
