GoV Level Disparity Issues

Grounds of Valor seriously needs a level adjustment to prevent level 99s bringing in secondary low accounts to leech exp. The level disparity makes it possible for level 99s to bring in several level 10 secondary accounts to leech off book experience points in areas like Gustav Tunnel, Zeruhn Mines and others.

This level disparity also makes it easier for RMT to abuse the GoV system to raise new jobs on multiple accounts. Zeruhn Mines is especially easy for new accounts to access from Bastok Mines and leech GoV exp. Mid range levels are often locked-out in certain GoV areas because it becomes impossible to compete with level 99s who are leeching secondary accounts.
