Phalanx II has no effect?

Steps:
1. Cast Phalanx II with no Phalanx active
2. Cast Phalanx II after a period of time to restart Duration
3. Either receive the message: Gains the effect of Phalanx or Phalanx II has no effect

I assumed it could be that there was a method in place to block an inferior Phalanx II, but this occurs whether I cast it in the exact same gear, or different gear.
