[dev1034] campaign/beseige updates and fellow npc

Some ways to really get interest in campaign going again would be add a tiered skill up function to it based on zones. For instance the zones just outside of main citys would be a skill cap of 75 or 80 then outside juno zones 85 and then outlands and outside strong hold zones 90 or 95 and the strongholds themselves and city campaigns being the 99 skill cap. Also with this would be to add a increased skill rate with campaign status on and a auto reraise effect while under status like in WoE with a 30-60 sec Raise up timer and if could a elimination or reduction of weakness timer and adding the ability to campaign warp to the strongholds. Could even expand on it and add atma/abysite like bonuses for when in campaign like regen/refresh/regain where potency is based on the number of campaigns done in a certain time period and potency decreases based on how long havent been in a campaign of course that time being based on number of campaign medals more medels longer can go between campaigns. Oh and increase xp gained form forts to least partial of what it use to be.

Couple other things would be to reduce the requirements to do the stronghold campaign ops battleground fights and make them accessible to anyone from any nation when open.

Beiseige add auto REraise and eliminate weakness and allow peeps who were dead during end still get xp/standings when raise up

Could also remove weakness form WoE

Also add auto refresh to all mage modes and -dmg taken to fellow npcs and allow them to get field/ground books xp and bonuses. Another would be the ability to tell npc to rest/heal without the player having to rest also with npc getting back up once it hp/mp is full.

Oh and far as assault make it either enterable by a single person or let people who not on the specific rank enter to help with fight/missions but just dont get the rank win credit till have the proper rank access.
