Steps:
* I was sitting around trying to equip BLU spells and see if higher tier traits can be created.
** It turns out that BLU has the theoretical capability to set higher tier traits, but they cannot be realized due to programming limitations (they aren't in the game).

Basically, the BLU job trait system was ingenious and allows for trait customization and adaption based on your current role, an idea totally in line with BLU's bread and butter of versatility. It all goes pear-shaped when you limit them arbitrarily.

The following limitations exist, despite BLUs being theoretically able to follow the progression higher:
1) Attack Bonus is capped to Attack Bonus I, at least Attack Bonus III should be possible because there are at least 6 applicable spells.
2) Accuracy bonus is likely capped to Accuracy Bonus I, Accuracy Bonus II should be possible because there are at least 4 applicable spells.
3) Auto Refresh is strange, but you made it that way so I guess it was intentional.
4) Beast Killer should be able to go up to level II, but it's likely capped at I.
5) BLU should be able to make Clear Mind VI (12 spells), but they are capped at Clear Mind IV.
6) BLU should be able to make Defense Bonus II (4 spells), but they are capped at Defense Bonus I.
7) BLU should be able to make MAB IV (8 spells), but they are capped at Magic Attack Bonus I.
8) BLU should be able to make Max MP Boost II, but they are capped at Max MP Boost I.
9) BLU should be able to make Resist Sleep II, but they're likely capped to I.

I'm reporting this because I believe in good faith it was oversight caused by the rush of adding a new job to the game. All the new traits that you've given level up appropriately, including things as minor as Max HP Bonus, so perhaps the old traits were just mistakes that were never caught.
