About attack (and more)

Hello, first of all i apologize in advance if the matter was already been discussed or if my english is not perfect.
I've talk with some friends and read on the internet about capping the attack value, and from what i have read/heard i'm really not sure if the cap of 999 dispayed on screen is true or just some limitation that need to be fixed or something.
In short, does attack cap at 999?
Also i recently heard about some weaponskill (Blade: Hi, Rudra's Storm) that have no hint of multi-hit in the description (twofold and such) but that are believed to be more than single hit, 2 hits, based on the TP return after.
Is that a translation error? They're wrong?
All these questions are related to the game interface, so if you have some other question that the game can't answer (for example, defense had the same issue that have attack) feel free to add, hopefully we can get some answers from the developers because i honestly don't know what i'm supposed to believe.
It would be great if we can have some input on the game math, just a little topic is enough, with a few knowledge of how things work (like weaponskill damage equations and so on) because yeah there are sites and forums with these info (and i read them too much xD) but something official, just to be sure, is definetly better.

There, updated the English a little. To answer your questions:
1) Attack doesn't cap at 999.
2) Rudra's Storm is one-hit with no dual wield, two hits with dual wield, and up to 6 hits if you triple attack twice.

Well thanks for translate my english and call me poser, whatever you mean with that. I just think the opportunity of having some official data is worth asking if you wanna throw in some "lolnoob" or whatever go for it.
Anyway, thanks for the feedback on 1) but like i said is just another opinion to add on the internet so i'll wait for more and 2) i'm not dual wield expert and didn't consider that so i think this is why i heard about the two hit thing (as for triple attack i know how it works and didn't quite get why you said that)
