Can't register new account

I decided to buy a 2nd copy of FFXI through Steam in order to have 2 accounts, so I bought the Abyssea Collection. However when I attempt to register the code on my 2nd SE account it can't do it and mentions about having to use a code that begins with a U. This one doesn't, and what's more if I try and add it to my first account it wants to merge it with my existing FFXI account. Help!

I already tried to use it, it won't register it on a new SE account. These are the steps I've tried doing:

Select Service > PlayOnline/FINAL FANTASY XI > Add new PlayOnline service account

When I enter the code it says "The entered registration code is invalid."

I think Steam might've messed something up since I already have FFXI installed, I think it's decided because I've got the game already that I just want to upgrade my current account. The CD key I got does not begin with a U like my previous one, so if I try to register it as a new game it won't budge, however it'll attempt to merge it to my main SE account if I go through the same process and I don't want that. I didn't pay £10 for a hat for my main account, I paid for a new game and that is what I want.
