NPC vendor question

The update notes mentioned that "Furthermore, whether or not certain equipment will appear in a vendor's inventory will no longer depend upon the Conquest hierarchy."

I'm wondering if this affects ALL NPCs, or a select few, or what? I noticed exchanging CP for items still requires you be in 1st or 2nd for some items, some NPCs acted perfectly normal as they would before the update (had a Windurst citizen check Windurst shops, which are in first place at the moment, and they had 1st place items, while Bastok in 2nd place does not). I did notice the weapon and armor salesman had drastically changed inventories, but that for the most part their items were moved around to nearby vendors or items were added... with the exception of 1st place items.

So, does conquest still affect what vendors have for sale? Does it only affect people not selling armor or weapons? Or is the game just being incosistent with what 1st place items are still for sale and which aren't?

I haven't checked it myself, but keep in mind that first place items are also generally restricted to citizens of that nation. As such, they could still be out of the Bastokan shops as far as your Windurstian character is concerned, regardless of Conquest standing.
