So... where do we suggest ideas for the game?

The sticky makes it quite clear this section is for feedback for the website(s).

I don't see a forum to suggest ideas for the actual game. Where are we suppose to do this?

I do it in the general discussion board. Seems a lot of people do.

General discussion or any of the specific options.(I.e. Jobs, gameplay, items, etc.)

And hurray for figuring out this is site feedback. lol
