I realize the odds of this are probably remote, but have you been also issuing reports via the help desk -> I want to report a violation of the playonline agreement ?
If we want to be generous and assume anyone has read any of these reports, it is possible that they couldn't find an RMT connection and that's why they're not acting. The STF only deals with RMT.
In other words, if this is just a guy botting this NM for personal gain and not to funnel gil into an RMT bank, it's possible that regular GMs could act where the STF would not. Botting is a user agreement vilation even if there is no RMT.

If you send a report via the help desk all you get is an automated reply. GMs do absolutely nothing with third party tools, the STF exclusively deals with automation now. I'm legit not even sure why GMs exist anymore. They don't recover lost items (unless you twist their arm and only with very specific items and only one time), they don't answer questions, the "i'm stuck" option is automated, they don't help players in ANY way, they don't answer calls about harassment, they don't take action against bots, they don't do anything about the 24/7 rmt yells, they don't send people to gaol anymore, they don't do a damn thing.
But yes, I do it ANYWAY.

The STF Unit has always seemed to be like something that works with a (large) delay, so to some extent this is to be expected I think.
Similarly, it can be a bit difficult to actually contact a GM in game, but it does happen, and sometimes they even '/tell' you to ask if a bug you reported is still happening! Crazy, right?
Sometimes they even asked if I suspected botting being involved in a case that I was reporting... and no, while it was a while ago, it wasn't 15 years or so in the past.
But yeah, I've reported some super obvious bots every week or so for over a year, and nothing happened, but I actually haven't seen some of them around for a while now, so maybe something did finally happen... or they got bored at running their bots.
I can relate a bit due to having worked as a GM elsewhere myself, but I was doing it for free, which most definitely is not what is happening here, so I would expect to see quite a bit more happening.
On that note, while I do find this thread a bit silly in ways, it is highlighting existing problems, and that is good.

Another extremely rare occurrence, the standard Sahagin bot is offline, replaced by the other Sahagin bot tonight.

I was in SSG today, for over an hour. I stole quite a few sagahin away from the "bot" you are complaining about. When I did, they did emotes of /angry, /huh, and ran circles around me. Obviously NOT a bot at that point, so guessing possibly SE did a check on your supposed bot and found out like I did that there's an actual player there, and then your complaints and filing of activity will be totally ignored.
Just though I would be going there to help you and your claims, and found out I disproved your claims... at least for that hour or more I was there.

You might want to do something better with your time, so that the person (or persons) running that character don't file complaints of harassment against you for stalking them and not playing your game yourself. (I politely did NOT mention anything to the player that you are following, stalking, and using your time as you see fit to follow them. Nor did I say anything about your postings here. Not my place and it's your money to waste following and watching him play a game..... oh wait! That's a thing now for idiots on YouTube... watching other people play games that they could be doing themselves! Got it! Have your own fun and enjoy!)

Just because you're dumb enough to not know what botting looks like doesn't mean he isn't botting. You can watch the screen and bot at the same time.
I have forcefully moved the player on several occasions. You can't do that unless they're botting. Players also don't stand completely still and rotate their body 180 degrees in first person when enemies spawn behind them.
And he logged out after you posted. Wonder why.
