I'm betting it's duplicitous to the SKC BCNMs.
In other words: 5 types of pages, 5 Ark Angels, each Ark Angel drops a specific type of page. (With Divine Might II... dropping randoms? no clue yet, haven't done it.)

And with the Eminence stuff... the 20/30 Merit Point demand.... is actually pretty low.
You don't even need burn pts anymore...
