Interestingly it's not there when visiting another pioneer's Mog Garden.

Everything shows up right away, but the gathering points are in a sort of a default state (all maxiumum level?), all the helpers are around, and you can even find King Destin still hanging around there from until eveything gets loaded up (whether or not that's an ooopsies or done on purpose, I'm sure it's "working as intended"...).
