Apparently the 1 charge thing was simply false, either that or they updated the effect fast enough for the corrected one to appear in a published magazine. I'm talking about the last issue of Dengeki Playstation, where they disclosed all the effects (source: BG, starting from Zirael's post).
Head gives with 5/5 and weather the macc bonuses 100% of the time, and hands gives with 5/5 and weather the damage and healing bonuses 100% of the time.
I can't believe that. I'll test it out later if nobody else has, but that's just garbage to me unless it didn't require the stratagems for that effect (yeah, right...).
Even then, not sure it'd be all that useful.
EDIT: Nevermind, Byrth tested it. Ugh, useless.
Head +2 is still good for the 10% cast/recast reduction (double than NQ), and the 7 int isn't bad for un-ebullienced Helices (Sure, I don't know who nukes without ebullience anymore, but...).
Oh, and ;_; at your sig. I hope I never have to face that myself. It's bugged, anyway, so even if you landed it, you would have no proc.
