I wouldn't put any money on it, honestly And even if it did come back later, you'd have more than one useable character. Especially if you use a different account, now you can 2-box.
It seems the first hurdle in getting reactivation going again has been cleared today (direct credit card payment method). Now lets get everyone on SE accounts so we can reactivate again~!

This news article specifically states that the reason for the service being down has to do with everyone transferring to a square enix account.

This article states that three things must be done before SE will impose a final date for SE Account Transfers. The adding of a recurring credit card direct payment was the final item needed.
Therefore, you can reasonably assume that things are working towards a positive goal.
The rep I talked to yesterday wouldn't give me an exact date, but he said there should be an announcement coming in the next few weeks.
D'oh, I sent an email the other day asking for an update and the rep seemed to think the service wasn't down -.-
