I like your ideas. It would nice to also see the S. Astral Detritus drop to players inventory during Omen similar to the job cards.

Omen Cards
Very intriguing proposal. For omen cards, currently it takes 10 cards to trade for 1 card from another job. For many parties that spam NMs, its harder for support characters to gear DD/Tanks since they are always on those jobs (brd/geo/whm/blm/sch). An easy alternative they can implement would be adjusting the trade value from 10:1 to 3:1 or 2:1. That kind of change would help tremendously.
3:1 during non campaign events
2:1 during "Omen light campaign"
1:1 during "Omen card campaign"
As for scales, I think it would be pushing but it would be cool if each player were provided 1 automatic scale per NM kill (or repeatable ROE), similarly to how HTBF guarantee REM chapter papers in inventory. I'm reaching far now lol

Availability is not impaired. It's the current design at the moment which impedes inclusiveness.
