So can anyone tell if its working or not because I can't.

It's working in exactly the same way the same update 6 years ago did it. 5 hit attack always takes 5 shadows. A one hit AoE will take 2-3 shadows from /NIN but 1-2 from NIN/???. Only helps DD ninjas, doesn't help you tank.
