While this is true, it's not truly that bad a thing anyways compared to the Ochain/Aegis requirement that's already there. I mean unlocking Atonement is hardly hard anymore, Nyzul Isle with a group is so easy you could go start to finish in probably 5~8 runs, solo it'd be more like 25~30. In the end it's not really that large a block from playing the job and would actually help it out a ton.
