Neither side has incentive, which is why I only level in Belligerency anymore besides level 1~10 personally. Monsters have being much more powerful and a higher cap to their infamy as their benefit to participation, while there is great risk to get that benefit. At the same time, players have next to no reason to kill monsters, the gear is lackluster beyond compare and you would need so many points to get a single good piece of gear that it's just not worth the time to farm up with or without fighting other players.
