Why can RDM use H2H weapons?

Everyone knows that's how you originally beat Absolute Virtue. RDM melee...with staves.

About the only reason I can imagine is /MNK for some kind of weird undead/elemental killing melee RDM that wanted to deal enspell damage with more hits. Even so, the total lack of native H2H skill is kinda disturbing in that regard.
