Other half of the truth: New high level gear that takes more time/effort to obtain should be better than new high level gear that doesn't. If it ain't, there's a problem.
Add helix spells to procs...that'd pee people off but would get me more a lot more invites :P. I kid of course.
Though I agree on giving more balance, why would somebody invite a SCH or RDM when BLM covers all those procs and when WHM can cure bomb better and has Light Proc? Why invite DRK, PLD, DRG or COR when WAR can cover all their red procs? Why invite SAM when NIN can do your red procs? Of course, more jobs could get invites for Blue Procs, as RNG covers a lot of piercing procs and DRK is the only one who can use Cross Reaper.
But I don't think the OP's suggestion is what'll do it...the answer I feel would just annoy a lot of people, because it'd mean adding more procs.
However, get yourself in a good Abyssea LS and you will find that actually other jobs are utilised, my group has me as a SCH or COR but not for procs. I'm usually thrown into the DD team to buff them and when SCH, buff and heal - one of the important buffs being regain. In my DD team there's often a SAM, whilst yes, a NIN could do Great Katana procs, but if you've got a team of 18 people, it actually saves time having another job ready with other weapon procs.
