My question to SE is this: While I don't generally approve of the behavior of this user, I don't have any reason to believe they are being dishonest. While the STF is only supposed to investigate whether someone is engaging in RMT activity or not, why hasn't the reported user ever been, at the very minimum, suspended for terms of service violations? While it's technically possible that someone could have so little of a life that they'd actually enjoy just repeatedly killing the same NM over and over day in and day out without using any third party tools (and while many of us are probably guilty of using certain tools to improve the quality of the game experience and not to harm anyone else), at the very minimum they're disrupting the game experience for others by denying anyone else the opportunity to hunt this NM.so why have they not been actioned in any way whatsoever after 6 months? Why not just slap them on the wrist and see if they dare to continue?

Because they don't actually do anything. The STF is a lie now, it only exists to scare you into avoiding their wraith. You should see the other bots that have been in the same camps for years too. The one in QSC. The one(s) in reisenjima. The ones that camp tonberries in Rancor. There are dozens of them in the same place for years, not months.
I am still waiting for them to try to say that the website where you report wasn't actually sending the reports and they've "never seen" any of these reports. "we didn't know!"
I'm just approaching this from the angle of "okay, RMT pay us lots of money in sub fees (or something)".
But again, not all botters are RMT, this one may or may not be. You'd think though that they would at least create an appearance of action by, as I said, giving them a warning or a 24 hour suspension or something. It won't likely cost them any money to do this, and could deter more casual abuse.
i.e. money can't be an exuse for this. Eliminating botting is impossible, but they could certainly cut down on the more flagrant (and long term) abuse with little risk or cost.
Don't get me wrong, i'm still tired of seeing this section light up only to find its another report post. But I do not doubt that these reports are real and I agree it's pretty sad how long this has gone on and the user in question apparently hasn't had so much as a talking-to.
The person he/she (Uriah) is complaining about is an actual person. I've talked to them in game. I've stolen kills from them. I've watched them try to steal back from me when I was double-killing targets when I was on PUP with me on one and robot on 2nd. They chatted back to me asking me why I was there (I said i needed a drop for a quest and i'd be gone). They stood and watched me for a bit after that leaving pops for me, and /checked me and my bazaar.
I've told this to him/her (Uriah), I've told this to STF. They told me they read my report. They won't do anything yet since it was an actual interaction with a real person. Uriah is wasting their time. This happened WAAAAY back not long after her first reports on this.
End of discussion.

Of course it's a person, someone has to run the bot. The person also bots in dho gates on their other similarly named accounts.
And they're very obviously botting when they're botting.
