Ability to move SE rep posts above "Hot Topics"

While I feel that having the section for topics that are getting the most hits (And am mildly disturbed that the top most one has risen in rank since it was locked, but I digress.) is a great idea, I loved opening these boards to be able to quickly see if an SE rep has made any important comment.

Now I know what you're thinking. "Scroll down you lazy bum. I like seeing the hot topics at the top." That is why I believe that, when signed in, you should get the option that you can set in your Settings page. What it shows when you're not logged in, I'll leave that to better people than me to decide.

Just my thoughts on the matter. Many hot topics, I really could care less about. People have their priorities, I have mine. My priorities want me to see official word on topics.

And seriously, how did the thread at the top rise in rank since it was CLOSED!? There has to be some kind of flaw in the system there.
