In game effects filters not working PC & PS2

Solved if you turn the top one on, it apparently ignores every other filter you set unless you are actively fighting something. This is something I didn't know until today.

Details:
In game effects filters not working. I've turned everything off on off etc. No matter what I set if I cast spells on myself animations and effects are fully displayed. My guess is it has to do with downloaded macros not being loaded properly.

Steps:
Switched effect filters on and off for everything had no effect.

Frequency:
Always

Platform:
PC and “PlayStation2”

PC Manufacturer & Model Number:
Foxxcon NT330i Bare bones, With windows XP installed also PS2 standard.

Operating System:
Windows XP / PS2

Graphics Card:
N/A

ISP:
Frontiernet

Type of Internet Connection:
DSL

One thing I noticed is that the one to adjust all of them at once has seemed broken for the longest time, much better to leave it off and switch all the others on.

no effect these filters don't even react to a full switching everything off.
