its 324 for the new ws (caped for lvl 85)
if you are using inhibitor it can prevent it from wsing (bug being fixed friday), go read the offical notes for it on the dev tracker ;_)
From what I've read on other forums the Skill mark to get the WS is around 324 for each. String Shredder should have a Thunder Maneuver trigger and if I remember I read that wind was for Armor Shatterer as it's trigger. My skills are not high enough at the moment though so I cannot confirm if this is the case.
