Forum's New Post Inconsistencies

Not sure if these count as bugs, but it still feels weird. That said...

What is the difference between "New Posts" & "New Posts (All)"? Used to think the former was for whatever basic language user configures for it. But now? Let's take a look on current "New Posts":

Is this normal? I mean english posts not appearing on former, but bunch on them shows on the latter?

"New posts" are only the last 24 hours

"New posts (all)" show any post you haven't read, up to like 2 weeks or something
