Steps:
1. There were only 3 Bugbear bondman not 4. Killed all 3, waited the repop time (10-15 mins)
2. 3 Bugbear bondman popped again. The 4th placeholder did not pop. Repeated kills and waiting 9 times with no change. The 4th spot was always empty.

There are only ever 3. There will never be a 4th spawn.
