Steps:

1. Start a new allegiance for the first time. Can be by starting a new character or by changing to a new allegiance with an existing character
2. Witness the opening cutscene introducing the player to the city and the upcoming allegiance mission storyline.
3. No Melody Minstrels will allow the player to watch this cutscene again

The Melody Minstrel(s) in Northern San d'Oria also do not allow replay of these cutscenes. I didn't check other areas in San d'Oria, but I believe they should be viewable from the same area as the Immigration NPC (in this case Northern San d'Oria) if anywhere.
